Abstract
There are economic, social, political and cultural conditions for the growth of human capital, both in its narrow and more general sense. These conditions will be discussed in Parts III and IV. They are, by definition, related to some economic, social, political or cultural factors that may thwart the development of human capital. These factors are not what is meant by the “enemies” of that growth in this chapter.
