Abstract
Higher education in Japan was initiated in 1872. 75 Years later, in 1947, the Fundamental Law of Education and the School Education Law were enacted
which largely follow the standards of the USA. Under these laws, a formal education system (6 years primary education, 3 years lower plus 3 years of upper secondary education, and 4 years of higher education, was established on the basis of the principle of equal opportunity [1,2], as schematically indicated in Fig. 5.1.
