Abstract
The Proceedings of this Workshop outline the current understanding of the topic from the viewpoints of the physicists, chemists and biologists who were present. They also delineate the probable fruitful directions for future research. At the Workshop there were frequent energetic interchanges among the disciplines resulting in the development of a good understanding of the early events of radiation -physical, chemical and biochemical - which are the origins of the biological effects of ionizing radiation.
