Zusammenfassung
Ab Mitte der 70er Jahre vollzog sich in vielen Industrieländern ein Wechsel in der geldpolitischen Konzeption: Die Notbanken gingen dazu über, als Zwischenziel der Geldpolitik ex ante (zumeist für ein Jahr im voraus) eine von ihnen angestrebte Wachstumsrate für bestimmte monetäre Aggregate öffentlich anzukündigen. Neben negativen Erfahrungen mit der antizyklischen Geld- und Fiskalpolitik Ende der 60er/Anfang der 70er Jahre und einzelnen steuerungstechnischen Problemen vor allem nach dem Übergang zu flexiblen Wechselkursen war sicherlich besonders die Monetarismusdebatte ausschlaggebend für diesen Wechsel in der Konzeption (vgl. hierzu Ketterer und Kloten 1988). Die Stimmung in Wissenschaft und Wirtschaftspolitik wandelte sich zugunsten der monetaristischen Position mit ihrer Forderung nach einer regelgebundenen Geldmengenpolitik. So konnte Modigliani (1977, S. 1) in seiner Presidential Address vor der American Economic Association in 1976 feststellen, „… ‘we are all monetarists’ — if by monetarism is meant assigning to the stock of money a major role in determining output and prices.“Sargent und Wallace (1976, S. 169) behaupteten sogar: „There is no longer any serious debate about whether monetary policy should be conducted according to rules or discretion. Quite appropriately, it is widely agreed monetary policy should obey a rule…“
