Abstract
In Chapter 2 we recognize that infrastructure is an ambiguous concept. In the literature a fair number of properties of infrastructure have been formulated (such as non-excludiability and non-rivalness). However, it appears that not all types of capital usually considered as infrastructure actually share these properties. This mismatch between a formal definition of a term and the common use of the term fortunately does not appear to be a hindrance for research in this field, as long as explicit attention is paid to what one means with the terms used.
