Abstract

The general political conditions for the development of cities and regions in Europe have changed radically. Europe is undergoing structural change with far-reaching consequences. With globalisation proceeding apace, the development of innovative areas and new technologies has a direct impact on regional economic structures and labour markets. Since the Iron Curtain was dismantled the national economies of all countries in Europe have been converging to form a pan- European market. Association agreements concluded by the European Union over the past few years with the countries of central and eastern Europe (CEE) are, together with partnership agreements concluded with the Russian Federation and Ukraine, an important step towards integrating these countries into a Common European Economic Area.
