Abstract

In September 1984 the European Region of the World Health Organization adopted a set of health targets to be achieved by member states by the year 2000. This sets the stage for a major focus on strategies for achieving improved health outcomes in industrialized nations. One step in accomplishing this effort is the development of an indicator-based monitoring system. This system should make it possible to pinpoint major health problems, analyze health indicator variations across countries and over time with a view to identifying the determinants of better performance, and monitor future trends.
