Discussion of Paper by Williams

Let me start the discussion of Williams’ paper by going back to the quotation from Banta’s lecture on foetal monitoring. In his remarks Banta says “Questions that should have been asked 10 years earlier were asked for the first time”. I think that here lies the central issue of the problem of evaluation — its timing. In Banta’s account of the foetal monitoring story, I wonder if the question “Would it have been possible to ask the relevant questions about the new technology at an early stage?” would be no more possible than the question he actually asked. In fact, this is exactly why we are here — to answer this question. If the question were easy we would not be here.
