Die Frage der Verantwortlichkeit für die Organisation des nationalen Informationswesens, zunächst als Obliegenheit des Staates gesehen, doch inzwischen zugunsten einer freien Informationsmarktpolitik in Frage gestellt, bedarf der Neuregelung. Die Sicht von Information nicht als infrastrukturelle Angelegenheit, sondern als Ressource, macht eine staatliche Ordnungspolitik nötig, wobei die geforderte Orientierungshilfe die Verteilung der Zuständigkeiten klären sowie ein Regelungskonzept anbieten muß. Demokratisch kontrollierte Steuerungsstrategie setzt Sachklärung des Regelungsbereichs voraus - und umgekehrt. Juristische, finanzielle und strukturelle Aspekte müssen Berücksichtigung finden; gleichermaßen muß die Bedeutung eines organisierten und hochtechnisierten Informationswesens für Wirtschaftswettbewerb, Beschäftigungsverhältnisse etc. geklärt werden. Eine zu formulierende Informationspolitik wird auch unter Ressourcen-Gesichtspunkten und im internationalen Zusammenhang betrachtet.

Abstract

The question of responsibility for the organization of the national information system - once seen as an obligation of the federal state but now being questioned in favour of a free information market - needs to be reformulated. The view of information not so much as an object of infrastructure but as a resource suggests a regulative policy at a national level, where the demanded orientation should include divided responsibilities and a concept of regulations. However, democratically controlled directives demand prior clarification - and vice versa. Legal, financial and structural impacts have to be considered as well as the meaning of an organized and highly technological information system for the economy, for employment and other areas. The information policy to be formulated is also seen under a ressource view and within the international framework.
