Abstract
I had the honor of addressing the Congress in my capacity as a member of the Executive Board of the Istituto Studie Ricerca Difesa (ISTRID). The paper by another member, Giuseppe Zamberletti, will have given a clear idea of the interest and commitment with which the members of our Institute approach these highly topical issues which have such far-reaching implications.
