Abstract

Italian laws stipulate that the armed forces are to contribute to the rescue of civilians without replacing the institutional authority which is directly in charge of rescue, the Ministry of Civilian Protection. Nevertheless, the tasks attributed to the armed forces are particularly important because they concern the safety and welfare of the national community. The value of the armed forces is understood as the availability of an effective operative instrument, adequate to various needs. Only the armed forces, in particular the army, can ensure the line of command, logistic organization, and deployment of forces necessary to face an important emergency.
