Zusammenfassung
Lange Zeit galt der Rohstoffsektor als ein Bereich, der — weltwirtschaftlich gesehen — problemlos ist. Unmittelbar nach Beendigung des Zweiten Weltkrieges war der Keynes-Plan für die Gründung einer internationalen Rohstoffbehörde (im Rahmen einer neben der Weltbank und dem Internationalen Währungsfonds zu bildenden Welthandelsorganisation) an dem Widerstand der Vereinigten Staaten gescheitert. Man befürchtete allzu häufige Interventionen in den Rohstoffpreismechanismus und infolgedessen Gefahren für eine kontinuierliche und ausreichende Rohstoffversorgung. Dementsprechend hat sich die internationale Rohstoffpolitik in der Vergangenheit weitgehend an den Prinzipien der Havanna-Charta aus dem Jahre 1948 (die selbst nie in Kraft getreten ist) orientiert, denen zufolge die Sicherung von Wettbewerb auf den Rohstoffmärkten zu einer optimalen Produktion und Versorgung weltweit führen würde. Soweit internationale Rohstoffabkommen zwischen Produzenten- und Verbraucherländern auf Regierungsebene abgeschlossen wurden — bislang für Weizen, Zucker, Zinn, Kaffee, Kakao, Naturkautschuk sowie Olivenöl —, hatten sie primär das Ziel, Preisschwankungen zu vermindern, nicht jedoch den Preistrend als solchen zu beeinflussen (das Olivenöl-Abkommen dient nur dem gegenseitigen Informationsaustausch und der Sicherung bestimmter Qualitätsstandards im Export).
