Abstract
Disaster — the word alone is likely to evoke feelings of uneasiness, fear and uncertainty in many of us. We conjure up apocalyptic images of train and plane accidents, of earthquakes and floods or impressions of warfare. All of these events are characterized and defined in their entirety by certain elements they have in common. These are rare, extraordinary, usually unpredictable occurrences which destroy or threaten life and health to a great extent, ruin the social structure, often take up a great deal of space, and frequently go beyond the scope of the disaster or mass accident (19).
