A Clash of Values: Planning to Protect The Niagara Escarpment in Ontario, Canada

Abstract

The Niagara Escarpment Plan in Ontario, Canada was approved in 1985. A clash of values continues to characterize efforts to protect the Escarpment. Regulatory controls must be accompanied by provisions which encourage voluntary compliance. Planning needs to address values in order to achieve objectives in protected areas. Values cannot be addressed without public participation in an interactive planning process. Our experiences in planning for protected areas such as the Niagara Escarpment will help us to plan in areas that are not protected.
