Welfare Aspects of Transgenic Animals

Summary

Genetic modification of living organisms has found valuable applications in science, medicine, agriculture and industry. There are, however, few aspects of this new technology which need specific consideration, such as the regulation and control of animal welfare. In this overview, current regulations in Europe, dealing with transgenic animals, will be presented. Emphasis will be put on the welfare aspects.

On the basis of the information presented at a meeting in Strasbourg (September 1995) it seemed that, as far as the welfare aspects are concerned, no specific legislation is necessary since transgenic animals can be considered as ’normal’ laboratory animals. Therefore, the creation, the breeding and the use of genetically modified vertebrate animals is subject to animal experimentation legislation when it concerns acts for experimental and/or other scientific purposes which could cause pain, suffering, harm or discomfort to the animal.

However, within the Council of Europe as well as the European Union, discussion continues as to whether genetic modification (of animals) should be regulated separately.
