Abstract

Korea is one of the most densely populated countries of the world. Since 1963 the average economic growth rate has been nearly 9% (You, 1995). Environmental problems have been recognised since the 1960s. 1962, when the government began to implement its first Five-year Economic Development Plan, pollution in the industrial complexes - e.g. Ulsan, Onsan and the major urban regions -became an issue. Environmental problems abruptly came to the forefront in the 1970s. Environment-related illness and problems caused by the rapid growth of heavy industry could be observed. At the 1972 United Nations Stockholm “Conference on the Human Environment”, a Korean representative stated that Korea’s rapid industrialisation had resulted in “pathologic phenomena” and “considerable pollution” (Lee et al., 1993: 491).
