Abstract
As the leaders of almost all nations in the world gathered in Rio de Janeiro 1992 for the United Nations Conference on Environment and Development, nobody could foresee the future of the various commitments signed there. Since 1992 the legally binding international treaties (forest, biodiversity and climate change) have, for several reasons, run into problems regarding their implementation. This is also the case for the non-binding, but largely accepted and signed action plan towards a sustainable future, Agenda 21. The goals of Agenda 21 have not been met at an international level, as the responses to its follow-up processes have been rather vague in several, maybe even a majority of countries. Towards the 10th anniversary of Rio, the Johannesburg 2002 Rio +10 World Summit on Sustainable Development, nations are, however, showing a higher level of activity regarding Agenda 21.
