Zusammenfassung
Die Anzahl der Personenkraftfahrzeuge in der Bundesrepublik Deutschland nimmt seit dem wirtschaftlichen Aufschwung immer mehr zu und erreichte 1994 fast 40 Millionen (Statistisches Bundesamt 1995). Dies führt zu insgesamt zunehmenden Emissionen (SRU 1994; Umweltbundesamt 1994). Der technische Fortschritt hat nicht nur zu einer immer größeren Attraktivität der Kraftfahrzeuge geführt, sondern auch zu einer Verminderung des Schadstoffausstoßes der einzelnen Fahrzeuge. Wie auch in anderen Problemfeldern hat sich jedoch herausgestellt, daß die Entfernung eines Schadstoffes nicht mit einem generellen Rückgang der Emissionen verbunden ist, sondern sich nur auf den gegenwärtig diskutierten Schadstoff oder im besten Fall auf die zu der Zeit technisch erfaßbaren Schadstoffe bezieht. Oft ergibt sich auch die komplexe Situation, daß Ersatzstoffe eingesetzt werden, die selbst potentiell umweltschädlich sind, oder aber zur Reinigung von Emissionen Stoffe eingesetzt werden, die dann ihrerseits an die Umwelt abgegeben werden. Dies gilt auch für die Mitte der achtziger Jahre in Deutschland eingeführten Kfz-Abgaskatalysatoren (Heintz u. Reinhardt 1990).
