Abstract
In the past ten years or so, the Arctic has emerged as a region of co-operation in many fields, in particular on environmental matters. This article focuses on two initiatives of environmental co-operation in the North. Environmental co-operation was started in 1989 by a Finnish initiative leading to a ministerial conference in Rovaniemi in 1991. Today co-operation on the environment is part of the activities of the Arctic Council, which was established in 1996. The European dimension of co-operation in the North was enhanced when Finnish Prime Minister Paavo Lipponen made a proposal to develop a Northern Dimension for the European Union in 1997. This initiative also included environmental concerns in the region. Both of these initiatives tackle the problems of defining sustainability in the European Arctic.
