Abstract
The introductory talks of the conference were started with the urgent demand by the Minister for Environment and Transport of the German State of Baden-Württemberg, Ulrich Müller, for a new policy style in German and European climate policy. Natural science should set the ecological targets, and economic science should tell us which instruments to use.
