Abstract
Investments in public programs typically are constrained by a desire for fiscal responsibility. Decision makers are interested in knowing if an investment produces desired results less expensively than alternative approaches, or if an investment’s benefits exceed its costs. They may want to determine whether a particular program is worthwhile to implement (a prospective approach), or whether a program that has already been implemented has been worth its costs (a retrospective approach). Fiscal austerity campaigns have pressed these concerns to the forefront worldwide.
