Abstract

Unexpected trends, events and even disasters happen all too frequently in modern society. These events range from problems facing us as individuals to national disasters. They are symptoms of the complexity of modern society. In many cases they arise as unintended side effects of every day activity. Complexity means that in any complex situation, any decision will have unintended consequences. Examples include immediate needs driving out important ones, cascading problems, and episodes of anarchy such as the New York 1977 blackout.

Left to themselves, things tend to go from bad to worse.1
