Abstract

The paper presented an evaluation method of the development level of low-carbon economy. First, we applied GMDH model for selecting the key indicators to evaluate the development level of low-carbon economy, and then we implement clustering analysis for the development level of the low-carbon economy towards two different years’ evaluation objects by using the AC clustering method and evaluation indicators. The result shows that the development level of low-carbon economy of Sichuan in 2009 is roughly in according with Shanghai in 2003, and lags behind two stages compared to Shanghai in 2009. Thus, in the process of developing the low-carbon economy, Sichuan can refer to Shanghai in low-carbon industries, energy conservation and other policy measures to accelerate economic transformation.
