Abstract
On September 25, 2009, IBM and the Dongying (in the Shandong Province) Municipal Government jointly signed the “Yellow River Delta Cloud Computing Center Strategic Cooperation Agreement,” under which IBM would provide Cloud solutions to Dongying, home of China’s second largest oilfield. The flexible IT infrastructure based on Cloud would lay a foundation for a “Smarter Dongying,” that would enhance the current ecosystem of petroleum-related service providers.
