Zusammenfassung

Das zentrale Problem im Umgang mit der Ressource Umwelt ist allokationstheoretischer Natur, d.h. die verschiedenen Nutzungsmöglichkeiten des knappen Gutes Umwelt stehen in konkurrierender Beziehung zueinander. Staatlicher Handlungsbedarf ergibt sich dabei aufgrund der Ineffizienz der Nutzung dieses Gutes.
