Zusammenfassung
Die hier entwickelte theoretische Erklärung für die — relativ zu Marktwirtschaften — bestehende Innovationsschwäche in sozialistischen Staaten geht von der Unterscheidung von Innovationsrate, gesellschaftlicher Innovationseffizienz und Innovationsleistung aus, wobei dem Humankapitalniveau und den Wirtschaftssystemmerkmalen besondere Bedeutung zukommt. Die relative Schwäche des Anweisungs-Zuteilungssystems offenbart sich sowohl bei der Selektion der Innovationsprojekte als auch in der Realisierungssphäre. Ein Hauptproblem in der Selektionsphase des Innovationsprozesses ist hierbei, daß aus der Sicht der Unternehmen gesamtwirtschaftlich hocheffiziente Innovationen relativ wenig lohnend sind; die zentrale direktive Planung kann infolge von Informationsschwächen bzw. wegen mangelnder Konkurrenz- und Gewinnorientierung den Innovationsprozeß nicht effizient steuern. Die Schwäche des AnweisungsZuteilungssystems bei der Realisierung von Projekten zeigt sich in — relativ zu Innovationsprojekten in Marktwirtschaften — langen Umsetzungsphasen und hohen Lernkosten im Produktionsprozeß.
Summary
The theoretical approach proposed here for the — relative to market economies — low innovativeness of the socialist countries is based on the distinction between innovation rate, social efficiency of innovation and innovation performance. The level of human capital and the characteristics of the economic system play an important role in this respect. The relative weakness of the administered command system refers both to the selection of innovation projects and the realization stage. A major problem in the selection stage of the innovation process is that (viewed from general economic criteria) highly efficient innovations are not attractive for firms. The central directive planning is — due to insufficient information and lack of competition and profit orientation — unable to steer the innovation process in an efficient manner. The weakness — relative to innovation projects in market economies — of the administered command system in the realization stage manifests itself in long realization periods and high learning costs in the production process.

Punktem wyjscia dla teoretycznego wyjasnienia relatywnie slabej — w porownaniu z gospodarka rynkowa — innowycyjnosci w krajach socjalistycznych, jest odroznienie pomiedzy stopa innowacji, spoleczna efektywnoscia i efektem innowacji, przy czym szczegolne znaczenie przywiazuje sie do poziomu kapitalu ludz-kiego i typu systemu gospodarczego. Relatywna slabosc systemu nakazowo-rozdzielczego jest odczuwana za-rowno pay wyborze projektow innowacyjnych, jak i w sferze ich realizacji. Glowny problem w fazie wyboru procesu innowacyjnego polega na tym, ze rozwiazania innowacyjne, ktore sa wysokooplacalne w skali gospodarki narodowej, nie sa z reguly oplacalne dla poszczegolnych przedsiebiorstw. Centralne planowanie o charakterze dyrektywnym nie jest w stanie zapewnic efektywnego sterowania procesami innowacyjnymi, przede wszystkim z powodu swej slabosci informacyjnej a takze braku konkurencji i niedostatecznego uwzgledniania kryterium zysku przez przedsiebiorstwa. Slabosc systemu nakazowo-rozdzielczego przy realizacji projektow innowacyjnych przejawia sie w za dlugim — w porownaniu do gospodarki rynkowej — procesie wdrazania innowacji i wysokich kosztach uczenia sie w czasie produkcji.
