Zusammenfassung
Da Innovationen letztlich auf Unternehmensebene realisiert werden, kommt dem Innovationsmanagement, d.h. einem innovationsfördernden Führungsverhalten und einer entsprechenden Organisationsstruktur, eine große Bedeutung zu. Ausgehend von den z.T. systemindifferenten theoretischen Untersuchungen zum Innovationsmanagement (Bereiche Aufgabenstellung, Organisation, Kontrolle) werden die Bedingungen für innovationsorientieres Verhalten in den Betrieben formuliert. Empirische Untersuchungen zeigen, daß das Alter der Erwerbstätigen für die Innovationsneigung wesentlich ist; darüber hinaus daß die Motivationsstruktur bei denen, die Innovationen entwickeln und denen, welche solche durchsetzen unterschiedlich sind. In den sozialistischen Systemen sind die für das Innovationsmanagement als relevant erkannten Strukturen schwer zu realisieren. Die auf mehr Flexibilität und die Einführung von mehr Marktelementen zielenden Reformen in einigen RGW-Ländern — besonders auch in Polen — könnten die Bedingungen für erfolgreiches Innovationsmanagement verbessern; doch angesichts kurzfristig hoher Reform- und Umorganisierungskosten sind Verbesserungen nur langfristig zu erwarten, zumal sich gewachsene Einstellungen und Verhaltensweisen allmählich verändern müßten.
Summary
As innovations are ultimately realized on the firm’s level, innovation management — i.e. the promotion of innovation by means of adequate management behavior — is highly important. Based on the partly system-indifferent analyses of innovation management (fields: task formulation, organization and control) we state the conditions for innovation oriented behavior in the firm. Empirical investigations show that the age of workers and employees has an impact upon innovativeness; furthermore, the motivation structure of those who develop innovations and those who apply these differ. In socialist systems the structures conceived as relevant for successful innovation management are difficult to realize. The reforms in some CMEA countries — above all in Poland — that aim to join more flexibility with more elements of market coordination could improve the conditions relevant for innovation management; however, short-run costs of reforms and reorganization makes us expect that improvements can be achieved only in the long run; especially as attitudes and behavioral patterns would have to change gradually.
Streszczenie
Duze znaczenie innowacyjnego zachowania sie kierownictwa przedsiebiorstw i odpowiedniej struktury organizacyjnej wynika z faktu, ze ostateczna plaszczyzna realizacji innowacji jest przedsiebiorstwo. Punktem wyjscia do sformulowania warunkow dla innowacyjnego zachowania sie przedsiebiorstw sa — czesciowo niezalezne od systemu gospodarczego — badania dotyczace zarzadzania innowacyjnego (zakres formulowanych zadan, organizacja, kontrola). Na podstawie wynikow badan empirycznych mozna stwierdzic, ze wiek zatrudnionego jest jednym z czynnikow decydujacych o jego sklonnosci do innowacji. Ponadto stwierdzono, ze struktura motywacji jest rozna dla ludzi, ktorzy rozwijaja innowacje i dla tych, ktorzy ja wdrazaja.. W systemie socjalistycznym trudno jest realizowac struktury, ktore sa uznane za wazne dla innowacyjnego zarzadzania. Reformy w niektorych krajach socjalistycznych, — szczegolnie w Polsce- ktore sa zorientowane na wprowadzenie elementow gospodarki rynkowej i wiekszej swobody gospodarowania, moglyby przyczynic sie do polepszenia dla warunkow zarzadzania innowacyjnego. Jednakze z powodu wysokich krotkookresowych kosztow reformy i reorganizacji, poprawy sytuacji mozna spodziewac sie dopiero w dluzszym okresie czasu, zwlaszcza, ze wymagac to bedzie odejscia od dotychczasowych, zastalych schematow zachowan.
