Abstract
The 12th national congress of the CPC was held in Beijing, September 1–11, 1982. One of the basic tasks of the congress was to approve the important political, ideological, organizational, and personnel changes which had taken place in the CPC since the preceding, 11th congress, held in August 1977 and, particularly, after the 3rd plenary session of the CC, CPC, in December 1978. Another task of the congress was to devise and formulate the party’s long-term strategy for internal and external policies, the guidelines for socialist modernization of the economy and society, and for party work and party construction. In view of the nature of these tasks, this congress was qualified as being of historical importance at the moment it was opened. It was compared, in the history of the development of the CPC over more than six decades, to the 7th congress, held in 1945, which had laid the foundations for the victory of the new democratic revolution.l
