Abstract

Judicial independence as a constitutional value and political programme has played a key role during the process of political transformation. The last Minister of Justice before the first free elections took great steps towards an independent judiciary. The minister declared that he had suspended general ministerial supervision over the administration of the courts. In 1989, the Parliament amended the Constitution so that political activity by judges became banned.
