Abstract

“It would be monstrous indeed if the attacks on the World Trade Center were to lead to something even more monstrous.” Thus, even the reaction to the worst and most treacherous attacks or any action aiming to prevent such incidents must adhere to the rule of law. Any different approach will lead to a Pyrrhic victory and will run the risk of destroying what is meant to be defended. It has to be ensured that what we are fighting for is not lost in the process.
