Abstract
After the popular stage in higher education, to improve the modern university system with Chinese characteristics was put forward as a major strategic issue accompanied by deepening the reform of higher education. In the field of system construction of modern university, many western countries have accumulated a wealth of practical experience which we should learn from. Newly issued Education Plan made it clear that the main elements of China’s modern university system construction are to improve governance, strengthen the constitution-building, expand social cooperation and promote the professional evaluation. This will help establish the goals and tasks of establishing and further perfecting a sound and modern university system with Chinese characteristics.
