Abstract
This chapter discusses the concept of institutional harmonization, its expected agenda under the ENP, as well as the costs and benefits of such harmonization. At the very least, harmonization will have to focus on the areas that relate to improving market access, i.e. removing restrictions to trade, harmonizing product standards, applying systems of quality control, etc. But in order to implement the new standards and rules, the EU neighbors will have to reform many other related areas so that the harmonization will encompass the whole system of economic governance. Such a revamp would not only help these countries get better access to the EU market but also, and probably more importantly, it would stimulate the modernization of their economies and bring much needed efficiency gains.
