Abstract

Since 1980s “sustainable development” has been the key phrase of environmental protection. 1987 Report of the World Commission on Environment and Development defines sustainable development as: Development that meets the needs of the present without compromising the ability of future generations to meet their own needs. The common concern of society is determined within states by the constitution and the legislation within the state. The international community does not have constitution and central authority for enforcement. Common concern of humankind results from treaties, customary rules and non-binding principles. Innovation over the past decades was used to fulfil human demands which have now resulted in stress on climate. Energy security is an important issue facing Asian countries, which currently import more than one-third of all global oil supplies. During the period 1990–2004, the highest growth rate in energy was in Asia (Sims et al. 2007). During the period from 1990 to 2005, China’s CO2 emissions increased from 676 to 1,491 MtCO2/yr to befall 18.7% of global emissions (IEEJ 2005; BP 2006). The area with the lowest per-capita utilization has changed from Asian developing countries in 1972 to African countries today. Mitigating climate impacts requires significantly stepping up international efforts to dissipate existing technologies and develop new ones. Dissipating climate friendly technology requires capacity building and enhancing the ability of countries.
