In some earlier papers an elementary approach was followed to suggest a set of balance laws governing, within a continuum theory, the evolution of bodies made up of countless molecules afflicted by chaotic agitation. The set is larger than usual to insure strict observer independence of consequent thermal entities. Here preliminary steps are taken to pursue the same goal but with an inception closely akin to that prefacing the kinetic theory of gases; the quest here, however, exacts divergence from the route followed in the latter theory. Thus some, possibly controversial, notions emerge and are proffered here for criticism.
