Zusammenfassung
Das deutsche Afghanistan-Engagement in den Vereinten Nationen ist erheblich. So nimmt Deutschland eine wichtige Rolle bei der Zusammenarbeit zwischen der UNAMA und der NATO-geführten ISAF ein, und sowohl auf den Afghanistan-Konferenzen als auch in der Generalversammlung und während der Mitgliedschaft im Sicherheitsrat ist Deutschland ein prägender Akteur der internationalen Afghanistan-Politik. Vor Ort ist dies allerdings nicht immer im gleichen Maße erkennbar. Insbesondere steht dieser VN-Fokussierung kein entsprechendes Engagement für den zivilen Aufbau durch zivile Akteure wie UNAMA gegenüber. Da sich mit dem beginnenden Abzug der ISAF die Bedeutung der VN in Afghanistan steigern wird, sollte Deutschland sein VN-Engagement durch konkrete konzeptionelle und materielle Beiträge erhöhen.
Abstract
Germany’s engagement in Afghanistan as part of the United Nations (UN) framework is significant. It plays an important intermediate role in the cooperation between the UNAMA and the NATO led ISAF. Furthermore, at the Afghanistan conferences as well as in the General Assembly and during its Security Council membership, Germany has been proactive in shaping the international Afghanistan policy. Yet on the ground, this presence is not always as visible. In particular, its focus on the UN is not backed up with a corresponding engagement for civil reconstruction efforts by actors such as the UNAMA. Due to the approaching withdrawal of ISAF, the importance of the UN in Afghanistan will be enhanced which is why Germany should enhance its UN commitment by concrete material and conceptual contributions.
