Zusammenfassung
Der Beitrag analysiert die Bedeutung der Zusammensetzung außenpolitischer Rollen aus ego- und alter-Erwartungen für die deutsche Afghanistanpolitik zwischen 2001 und 2011. Auf der Grundlage von Rollentheorie und „State-Building“-Forschung fragt er zunächst, welche Auswirkungen der Einsatz ziviler und militärischer Instrumente auf die Kooperationsbereitschaft der lokalen afghanischen Eliten und Gesellschaft hatte. Es wird gezeigt, dass klassische Zivilmachtsnormen – starke Demokratisierungsforderungen und ein schwacher militärischer „footprint“ – von wichtigen afghanischen Akteuren zunehmend abgelehnt wurden. Während sich die deutsche Rolle vom „Befreier“ immer mehr zum „Besatzer“ wandelt, vergrößern sich die „State-Building“-Dilemmata, so dass im Jahr 2011 von einer „konfrontativen Konsolidierung“ gesprochen werden muss. Im zweiten Schritt werden die parlamentarischen Rechtfertigungen für die deutsche Interventionspolitik untersucht, indem parteipolitische Differenzen und Verschiebungen zwischen ego- und alter-bezogenen Argumentationen herausgearbeitet werden. Die Analyse ergibt, dass sich die Rechtfertigungen unter dem Eindruck wachsender State-Building-Dilemmata wandelten: Expansive, alter-bezogene Ziele wurden beschränkt, Konsolidierungstransfers wurden konditionalisiert und ego-bezogene Rechterfertigungen verstärkt.
Abstract
The article examines how changes in ego- and alter-expectations shaped the German role conduct in Afghanistan. Based on recent advances in role research and the State-Building-Dilemmata literature it explores the effects of civilian and military instruments on the cooperative behaviour of local Afghan elites. The evidence indicates that classical civilian power norms—strong democratization expectations and a light military footprint—where rejected by important local actors already in the first phase. While Germany’s role shifted from “liberator” towards “occupier” state-building dilemmas intensified. Thus, in 2011 role interaction has turned towards a “confrontative consolidation”. In a second step, the paper analyses the parliamentary discourse legitimating Germany’s interventionist role. It finds that increased state-building dilemmas reshaped the argumentation patterns so that the expansive civilian power role became more self-restrained.
