Eine Revolution in Military Affairs? - Visionäre und Skeptiker

Zusammenfassung

Vertreter der These einer Revolution in Military Affairs (RMA) erhoffen sich im Gefolge neuer Informations- und Kommunikationstechnologien nicht weniger als eine veränderte Natur des Krieges. Der dichte Informationsaustausch zwischen immer leistungsfähigeren Sensoren und immer präziseren Waffensystemen könne den Nebel des Krieges (Clausewitz 1980: 289) verdrängen. Jener Seite, die ein solches Netzwerk aufbauen und erhalten könne, falle der Blick auf ein transparentes Schlachtfeld zu, in dem jeder Widerstand zwecklos sei. Die eigentliche Kriegsentscheidung findet daher nicht im physischen Kampf, sondern bereits im Kampf um Informationsdominanz statt. Wer darüber verfügt, für den verliert der Krieg seine Gewaltsamkeit und Unvorhersehbarkeit. Er könne den Sieg in einem einzigen, nahezu blutlosen militärischen Akt erringen.
