Zusammenfassung
Die Doha-Runde multilateraler Verhandlungen zur Liberalisierung des Welthandelssystems ist gekennzeichnet von Stationen des wiederholten Scheiterns, wobei es nie eindeutig war, ob es sich um ein endgültiges Scheitern handelt. Doch die Kette von einschnittartigen Unterbrechungen kommt einem endgültigen Scheitern recht nahe, auch wenn keiner der wichtigen Akteure bereit ist, dieses offiziell einzugestehen. Die erste Aussetzung geschah im Juli 2006, als der Generalsekretär der Welthandelsorganisation (WTO) Pascal Lamy, der ehemalige EU-Handelskommissar, die Verhandlungen der laufenden WTO-Runde, der Doha- Entwicklungsrunde, aussetzte und damit das vorläufige Scheitern dieser Runde erklärte (EuObserver 2006). Die zweite Aussetzung erfolgte im August 2008 nach einer ergebnislosen WTO-Ministerkonferenz in Genf: Lamy erklärte die Verhandlungen für zusammengebrochen (Blustein 2008).
