Als Präsidentschaftskandidat hatte sich Barack Obama im Sommer 2008 in Berlin einem begeisterten Publikum vorgestellt: „Tonight, I speak to you not as a candidate for President, but as a citizen – a proud citizen of the United States, and a fellow citizen of the world.“ Und nachdem er die gegenwärtigen globalen Herausforderungen bezeichnet hatte, wie Klimawandel, transnationalen Terrorismus und globale Armut, zog er daraus den Schluss, dass „the burdens of global citizenship continue to bind us together“ (Obama 2008).
