Wohin bewegt sich die europäische Einwanderungspolitik? Perspektiven nach dem Lissabon-Vertrag und dem Stockholm-Programm

Zusammenfassung

Die Politik in den Bereichen Migration, Grenzkontrollen und Asyl wurde lange Zeit als eine der letzten Bastionen nationalstaatlicher Souveränität betrachtet. Seit zehn Jahren aber beobachten wir einen schrittweisen Prozess der Vergemeinschaftung auch dieses Politikfeldes, der mit Inkrafttreten des Vertrags von Amsterdam 1999 seinen Anfang nahm. Der Vertrag von Lissabon, in Kraft seit Dezember 2009, markiert eine weitere Zäsur bei der Verteilung von Kompetenzen. Dies gibt Anlass zu prüfen, was bislang erreicht wurde und welche Rahmenbedingungen mit dem EUReformvertrag für die künftige Entwicklung des Politikfeldes geschaffen wurden.
