Zusammenfassung

Moderne Gesellschaften haben verschiedene soziale Systeme, Institutionen und Organisationen ausdifferenziert, die auf die Bearbeitung sozialer Probleme spezialisiert sind, wie z. B. Soziale Arbeit, Polizei, Justiz und Strafvollzug, Organisationen des Gesundheitssystems und der Psychiatrie oder auch Institutionen des sozialen Sicherungssystems und Kommunalverwaltungen der Planung und Durchführung von Integrationsmaßnahmen. Diese Organisationen oder Institutionen sind jeweils mit bestimmten Ressourcen, Rechten und politischen Aufträgen oder Programmen ausgestattet und haben jeweils ganz spezifische Formen und Techniken der Problembearbeitung ausgebildet. Sie funktionieren auf der Grundlage jeweils unterschiedlicher Logiken und haben dazu jeweils spezifische Wissensbestände, professionelle Orientierungen und Techniken entwickelt, die sie deutlich voneinander zu unterscheiden scheinen.
