Zusammenfassung

„War made the state, and states made war“ (Tilly 1975: 42). Dieses bekannte Zitat von Charles Tilly, das die Geschichte der europäischen Staatswerdungsprozesse im Mittelalter und in der Neuzeit knapp aber präzise auf den Punkt bringt, umreißt die enorme Bedeutung der Staaten als Akteure in den internationalen Beziehungen. Ihr Mit- und Gegeneinander bildet auch heute noch den Kernbereich der internationalen Beziehungen, entscheidet noch immer über Krieg oder Frieden, über Gewalt oder Ordnung, über Prosperität oder Unterentwicklung, aber auch über Freiheit oder Unterdrückung und über Wohlfahrt oder Marginalisierung innerhalb von Gesellschaften. Wir leben in einer Epoche der Geschichte, in der die Zerstörung der Zivilisation insgesamt technisch möglich geworden ist; über dieses Zerstörungspotenzial verfügen – bislang – jedoch ausschließlich einige Staaten mit umfangreichen Kernwaffenarsenalen und weitreichenden Trägersystemen, insbesondere die USA und Russland, aber auch Frankreich und Großbritannien sowie vielleicht auch die Volksrepublik China, nicht aber nichtstaatliche Akteure.
