Zusammenfassung

Durch unterschiedliche Strategien und Initiativen versuchen die EU und Spanien auf politische Entwicklungen in Marokko in Richtung mehr Demokratie Einfluss zu nehmen. Dabei ist nicht unumstritten, ob das Ziel der Demokratieförderungspolitik tatsächlich eine Demokratisierung, also ein Regimewechsel ist. Fast seit ihrer Gründung versucht die EU, die Beziehungen zu ihren Nachbarn zu strukturieren und durch die Devise „Demokratie und Wirtschaftsentwicklung gleich Sicherheit und Stabilität“ Reformen in diesen Staaten zu fördern. Entwicklungspolitische Argumente, nach denen Demokratie und Good Governance ausschlaggebend für Entwicklung sind, spielen auch eine wichtige Rolle. Spanien hat zunehmend diese Konzeptionen in seine Außen- und Entwicklungspolitik miteinbezogen, ohne seine Sicherheitsinteressen im südlichen Mittelmeerraum aus den Augen zu verlieren.
