Die Grundlagen, die Legitimits und die Reichweite politischen Entscheidens sind, entgegen dem Diktum von der „Souveränität“ des Nationalstaates (vgl. Luhmann 2000: 319–371) und dem Dreiklang von Staatsgebiet, Staatsgewalt und Staatsvolk (Jellinek 1919), immer auch schon ein Hinweis auf die Verfasstheit des politischen Systems der Weltgesellschaft.1 Dies gilt nicht nur für politisches Entscheiden unter dem Schlagwort „global governance“, sondern berührt unter anderem auch die Frage nach der globalen Diffusion des (demokratischen) Nationalstaatsmodells bzw. der Semantik und Struktur von Demokratie im politischen System der Weltgesellschaft (Meyer/Boli/Thomas 1987; Luhmann 2000). Die grundsätzlich weltgesellschaftliche Verortung politischen Entscheidens betrifft daher, so die zentrale These dieses Beitrags, ganz direkt auch die Frage nach den Möglichkeiten und den Gefährdungen von Demokratie. Diese Vermutung speist sich aus drei Beobachtungen.
