Auszug
UN-Friedensoperationen sind seit dem Ende des Kalten Krieges in zunehmendem Maße mit internationalen übergangsverwaltungen verbunden, die ihrerseits eine Antwort auf „zerfallende Staaten“ und den Zusammenbruch öffentlicher Ordnung und Infrastruktur in Krisenregionen sind. Internationale übergangsverwaltungen sind zugleich Versuche regionaler Restabilisierung nach dem Zerfall hegemonialer Ordnungen. Sie bleiben dieser geopolitischen Logik unterworfen, auch wenn sich in den Arenen der internationalen Organisationen und der ihnen verbundenen epistemic communities eigenständige Politiken und Rechtfertigungsprogrammatiken herausbilden. Allem Anschein nach hat sich das nach dem Ende des Kalten Krieges offen stehende „Fenster der Gelegenheit“ für erfolgreiche Friedensoperationen und internationale übergangsverwaltungen unter UN-Mandat bereits wieder geschlossen. Das mindert den Wert von Rezeptwissen zur Lösung reiner Governance-Probleme, wie es in der einschlägigen Literatur angeboten wird. Ursächlich für diese Entwicklung ist zum einen der (Wieder-)Aufstieg autokratischer Großmächte, Russland und China, die sich bei der Mandatierung von Friedensoperationen im UN-Sicherheitsrat zumindest neutral verhalten müssen, und zum anderen der Legitimationsverlust internationaler Interventionen im Namen westlicher demokratischer Werte, der nach der US-geführten Invasion des Irak eingetreten ist. Die damit einhergehenden Widersprüche zwischen Programmatik und Praxis der internationalen Gemeinschaft, so die Hypothese, werden durch Coping-Strategien der maßgeblichen politischen und institutionellen Akteure überbrückt. Zur Operationalisierung dieser Annahme wird ein modifiziertes Principal-Agent-Modell vorgestellt. Unterstellt wird, dass die „Principals“ auf der nationalen wie auf der internationalen Ebene sowohl ein Interesse am Scheitern internationaler übergangsverwaltungen als auch ein Interesse an Unwissenheit über dieses Scheitern entwickeln können.
