Der alte Vorwurf an die Demokratie, dass sie nicht führe, zeigt, dass „leadership“ in Demokratien immer schon eine Governance-Dimension hatte, bevor diese zu einem neuen theoretischen Konstrukt wurde. Governance heißt hier schlicht, dass mehr agencies/ Akteure mitreden bei Entscheidungen als nur die offiziell legitimierten Regierungen bzw. ihre Führungen. Governance ist ein Netzwerk von Einfluss- und Interessengruppen, die alle „mitregieren“. Nicht in einem verschwörerischen Sinne, sondern so, dass die, die regieren, bedenken müssen, die Belange derer, die Einfluss haben, zu berücksichtigen. Governance ist erst einmal nur ein neuer Name für diese Netzwerkeigenschaft demokratischen Regierens.
