Regime in der regulativen Politik. Chancen und Probleme eines Theorietransfers

Wird hier nur wieder alter Wein in neue Schläuche gefüllt? Das Regimekonzept hat in der Analyse der internationalen Beziehungen schon in den frühen 80er Jahren eine große Verbreitung erfahren. Mit dem Konzept wollten anfangs besonders amerikanische Politikwissenschafter die zahlreichen neuen Phänomene der Kooperation und Verständigung in der internationalen Politik erklären, die sich aufgrund der Annäherung der beiden großen geopolitischen und ideologischen Blöcke und in der Folge der Abschwächung der hegemonialen Stellung der USA in der Sicherheits-, Technologie- und Wirtschaftspolitik einstellten (Haas 1974, 1980; Keohane 1982, 1984; Young 1983). Schnell wurde aber auch eine Fundamentalkritik an der Operationalisierbarkeit und Präzision des Regimekonzeptes laut (Strange 1983). Nichtsdestotrotz häuften sich in den 90er Jahren detailgenaue empirische Studien über die Zusammenarbeit zwischen Nationalstaaten zur Bewältigung übergreifender, nicht mehr territorial auf einzelne Industriestaaten beschränkter Umweltprobleme (Breitmeier 1996; Gehring 1994; Haas 1990; Oberthür 1997; Young 1989, 1994). Entsprechend wird auch die internationale Kontrolle und Regulierung der natürlichen Kollektivgüter (Rohstoffe, Trinkwasser, Fischvorkommen) mit dem Regimeansatz analysiert (Wolf 1991). Aktuell scheint sich ein wenig der Reiz des Regimekonzeptes als Hilfsinstrument für das Studium der internationalen Beziehungen abgenutzt zu haben (siehe jedoch Hanschel 2004; Mayer 2006; Ohl 2003), was vielleicht daran liegt, dass die unterschiedlichen IBSchulen und -Camps (Realisten, Neo-Realisten und Konstruktivisten/Kognitivisten) alle den Regimeansatz für sich beanspruchen können, ohne dass eine einheitliche Theoriebildung die selektive Nutzung einzelner Theorieelemente verhindern oder eine Integration der Regimeanalyse über unterschiedliche Forschungsgegenstände ermöglichen könnte.

In diese Bestandsaufnahme sind zahlreiche Anregungen aus Diskussionen mit Julia Fleischer, Benjamin Raschke, Hans-Jörg Schmedes, Volker Schneider, Marc Tenbücken, Katrin Toens und Judith Zwick eingeflossen, für die ich mich herzlich bedanke.
