Der „Governance“-Begriff hat in der Politikwissenschaft, der Soziologie und auch der Ökonomie in den letzten Jahren wachsende Popularität erfahren. Im Kern richtet sich das Interesse der Governance-Debatte auf die Art und Weise, wie kollektives Handeln in der Politik, der Gesellschaft oder auch der Ökonomie koordiniert wird und wie leistungsfähig unterschiedliche Formen institutioneller Arrangements diesbezüglich sind (vgl. Benz 2004, Lange/Schimank 2004, Miller 2005). Der auf die institutionelle Steuerung der Wirtschaft gerichtete Zweig der Governance-Forschung geht davon aus, dass wirtschaftliche Transaktionen nicht nur über den Markt, sondern durch eine Vielzahl von nicht-marktförmigen Koordinationsstrukturen organisiert werden können. Neben der Unternehmenshierarchie gerieten Netzwerke, Verbände und natürlich auch der Staat als Institutionen der Koordination ökonomischer Transaktionen in den Blickpunkt der Betrachtung.
