Konfliktprävention — oder das im deutschen Gebrauch häufigere Äquivalent Krisenprävention — gehört sicher zu den wichtigsten Neuorientierungen der Außenpolitik allgemein und der Entwicklungszusammenarbeit im Besonderen in den 1990er Jahren. Nach einer Phase des Belächelns folgte eine — zum Teil nur oberflächliche — Verankerung des Themas in Ministerien und Durchführung sorganisationen und inzwischen auch schon wieder eine Infragestellung oder Überspielung durch neuere Paradigmen — vom state-building bis hin zur Terrorismusbekämpfung.
