Der Supranationalismus beschäftigt sich mit der Frage, warum der europäische Integrationsprozess in verschiedenen Sektoren ungleichmäβig und ungleichzeitig voranschreitet. Während die politische Entscheidungsfindung in manchen Politikfeldern nach wie vor dem intergouvernementalen Muster folgt, wird sie in anderen Bereichen inzwischen besser als supranationales Regieren (supranational governance) bezeichnet. Mit letzterem meint der Supranationalismus die Fähigkeit der Institutionen der Europäischen Union, 2 in einem bestimmten Politikfeld für alle Akteure verbindliche Regeln zu setzen. Als zentralen Motor zur Herausbildung supranationaler Politikmuster werden transnationale Austauschprozesse identifiziert, insbesondere wirtschaftlicher Art. Diese Austauschprozesse (genauer: die durch sie begünstigten Gruppen) drängen die EU-Institutionen und die Regierungen der Mitgliedsstaaten dazu, neue Politikfelder einer europäischen Regulierung zu unterwerfen. Die relative Intensität transnationaler Aktivität, messbar im intertemporalen und intersektoralen Vergleich, determiniert dabei die unterschiedliche Tendenz zur europäischen Regulierung. Sobald diese Regelungen etabliert sind, tragen sie wiederum dazu bei, transnationale Austauschprozesse weiter zu intensivieren und den Integrationspfad zu befestigen (vgl. Stone Sweet/Sandholtz 1997: 297ff.).
